Dominica Citizenship Steps and Procedures

Step 1:  Preparation of applications

Preparation of Documents and Application Forms.

Step 2:  Submission of application

The complete application package should be submitted to the Financial Services Unit, Ministry of Finance of Dominica.

Step 3:  Comfort Letters and Investment Deposits

After reviewing the documents, due diligence has to be paid.

Step 4:  Comfort Letters and Investment Deposits

After careful consideration of the application by the Financial Services Unit, the promoter/agent/applicant will be issued a approval letter from the Minister of Finance and Social Security. Upon receipt of the approval letter, the stipulated investment should be deposited into the Citizenship account.

I. Taking of Oath

Upon final approval of application by the Minister for Foreign Affairs, Immigration and Labour each applicant is required to sign an Oath of Allegiance before a Notary Public, Justice of Peace or Commissioner of Oaths. Parents or legally appointed guardians of minors, ages zero to sixteen (0 – 16) must sign the Oath of Allegiance on the behalf of the minor. At this point, Certificate of Naturalization is then prepared and forwarded to the promoter/agent/applicant.

Step 5:  Procurement of Passports

Passports can only be issued after the applicant has been granted citizenship of the Commonwealth of Dominica, that is, after he/she is issued a Certificate of Naturalization under the authority of the Ministry of Foreign Affairs, Immigration and Labour. The applicant/agent/promoter is entirely responsible for the securing of passports. No government officer or department is responsible for applying for passports for any individual. Passports can be procured by submitting the following to the Immigration Office, Police Headquarters, Roseau

Dominica Citizenship Document Requirements

  • Certified copy of applicant(s) passport and residency page
  • Eight (8) original passport-port size photos (35 x 45 mm) taken at least 6 months (digital is preferred)
  • Certified copy of applicants national ID (for the whole family members)
  • Certified copy of full birth certificate (i.e. a birth document that also includes your parent’s details, or a household register, family book etc.)
  • Original document of evidence or residential address (i.e. utility bill or bank statement showing full name and address)
  • Original Police Certificate(s) from country of citizenship and any country you have lived in for more than 1 year over the past 10 years. The Police Certificate must not be older than 6 months.
  • Medical Certificate, including original results of an HIV test, Urine Test and Blood Test, not older than 3 months. Please note that the Medical Report is required for all persons applying for citizenship, including children.
  • Certified copy of Military Records (if applicable)
  • Certified copy of proof of name change (if applicable)
  • Certified copy of marriage certificate / Divorce Certificate
  • Certified copy of the education graduation certificates
  • 1 Original bank reference letter by an internationally recognizes bank not older than 6 months.
  • 1 Original reference (e.g. from attorney, notary public, chartered accountant or other professional of similar standing) not older than 6 months
  • 2 Original Personal Reference Letters
  • Certified copy of the company license / the commercial register / Experience letter in case of being employed
  • Certified copy of title deed if you own any house or flat

  • Financial Statement
  • Vaccination Book (For children age 5 and below)
